相传刘邦打天下时，一员大将纪信为救他而战死。刘邦得天下后，封纪信为“十三总城隍”之首，意为阴间由纪信管，阳间由他管。自此在长安王曲建起十三总城隍庙。每年农历二月初八庙会，全国十三城隍齐聚进香朝拜，场面盛大，锣鼓竞响，各家鼓点各异，庙门前宛如民间音乐会，同时还有杂技、歌舞与大戏表演，热闹非凡。
